Upgrading or Changing Plan
Plans differ by which document types they include, not by usage. Changing plan is a licence change on your existing org.
What changes

Users and transactions stay unlimited on every plan.
What doesn't change
Nothing is reinstalled and nothing is reconfigured. Your Xero connection, field mappings, matched accounts and sync history all stay exactly as they are.
After upgrading
The new document types appear as options in Object Settings. Turn them on for the Xero organisations that need them — an upgrade doesn't enable them automatically, since not every organisation necessarily wants every type.
Moving down a plan removes access to the document types it doesn't include. Documents already created stay in Xero; you just can't raise new ones of that type.
If you're growing but not adding document types, you don't need a bigger plan. Pricing doesn't scale with users or volume.
